Local Land Charges overview

HM Land Registry (HMLR) is the authoritative source of property title information in England and Wales. The title register is the official record of who owns property and what affects them, including whether it is freehold or leasehold, whether there is a mortgage, or any other obligations.

The Local Land Charges (LLC) search service lets you spot issues sooner, manage client expectations earlier and keep property chains moving. Accessing this information at the start of a listing means fewer surprises and more resilient sales.

What is the LLC search service?

HMLR is centralising LLC data from councils across England and Wales into one standardised digital register, including planning conditions, highways agreements, tree preservation orders, conservation areas, listed buildings and environmental health notices. With over 26 million charges set to be held on the register, you can access the critical information that could affect a transaction — all in one place.

Where are we now?

More than 157 local authorities have already migrated their data, with completion targeted for 2028.

Supporting a stronger property market

The LLC Register is a key part of HMLR's commitment to making the property market work better for everyone. Start accessing the information you need, when you need it.

Problems we solve for agents

Delays and late surprises are two of the biggest causes of fall-throughs in property transactions. The LLC search service tackles this by providing instant, standardised search results in one place, replacing a process that previously varied by local authority.

Knowing what obligations relate to a property before it is listed it gives agents and clients a head start.
