Estate agents can view local land charges information for free to help inform listings and answer buyer questions. Official copies are available for £15 if required later in the conveyancing process.

A growing national register
More than 157 local authorities have now successfully migrated their data to the LLC Register, with full completion expected by the end of 2028/29.
The aim is to give all customers in England and Wales access to the same high-quality, instantly searchable service.
Why create a central LLC Register?
Creating the LLC Register is one of the most ambitious data transformation projects ever undertaken by a UK government body.
Its aim is straightforward: to bring together local land charges data from every local authority in England and Wales into a single, standardised, instantly searchable digital register.
Before the central LLC Register, each of the 331 local councils stored their charges data differently, including on paper, in spreadsheets and in legacy systems. Searching was often slow, prices and result quality varied, and delays were common. HM Land Registry set out to change that.

AI is transforming the pace of migration
The data migration journey has not been without its challenges. Migrating millions of historical records held in every conceivable format, from digital files to decades-old microfiche, is complex and time-consuming work.
HM Land Registry has refined its approach as the work has progressed, drawing on best practice to improve each new group of migrations.
The most significant recent development has been the introduction of artificial intelligence technology to the data migration process.
- HM Land Registry’s Data Science team has developed a tool to identify, extract, structure and tag LLC data from historical records.
- The tool is designed to process records faster and more accurately than manual methods alone.
- The team is continuing to develop the tool’s capability to handle handwritten documents and poorly scanned records.
Newham shows what is possible
When the London Borough of Newham became the first authority to have its textual LLC data processed using the new AI tool, the difference was dramatic.
4 weeks
A task originally estimated to take 20 team members three months was completed in four weeks by a team of four, with every batch of data passing quality checks first time.
Following Newham’s success, the tool has since been used with Dacorum Borough Council and Cotswold District Council.
Completing the migration of all local authority LLC datasets remains the priority, so customers across England and Wales can access the same high-quality service.
